Symptom: prp3_fabio crash after powercycle. Conditions: If there is a CPU hog or some client's (qnet, gsp, etc) tx thread are blocked on mutex or some conditions, & in this condition if there is a port DISABLE message from the prp3 fabricq prp3 driver, they won't be able to disable the rx/tx side of hummer ports they are bound to. If this happens, the prp3_fabio crashes. When the process prp3_fabio spaws again, it'll re-initialize the states based on the sates of the previous incarnation.
