In a CRS-1 running 3.8.1, a fabric plane stays in up/down state

         N - node admin down,        n - node down
         o - other end of link down  d - data down
         f - failed component downstream
         m - plane multicast down,   s - link port permanently shutdown
         t - no barrier input        O - Out-Of-Service oper down
         T - topology mismatch down

This issue is seen when the following is done in order

1)admin shut down a plane
2)restart sfe_drvr process on the SM card in question
3)admin no shut a plane.
