Description (partial)

Symptom:
During commit of a large scale configuration, there can be a temporary low memory situation because of which feature_mgr process  is unable to allocate a buffer which it needs to store a request from qos_ea. Feature Mgr does not handle this error correctly and does not reply back to qos_ea causing qos_ea to get permanently blocked. This will cause qos_ea to not be available for accepting any subsequent configuration; the commit operation which was initiated may fail because of timeouts.

Conditions:
Commit of a large scale configuration involving Qos policies. for e.g., in this particular case, the qos config included 29000+ classes (512 classes * 57 interfaces).
