Symptom:

On a phone with a bkem attached and many line keys configured, we enabled VPN. All of the line keys
then went blank, and the phone entered a re-registration loop. It would register for about 30
seconds (with blank line keys, except for two main lines), then re-register and reset the bkem.

If you disable VPN, the problem goes away immediately. Enabling VPN causes it to happen again.

Happens on a phone with a bkem attached and many line keys configured
