Cisco Bug: CSCtc81834 - flow-based MoFRR switchover sometimes larger than 50ms

Symptom: Some MoFRR routes switch over times goes beyond 50 milliseconds. In worst we have seen it goes up to 95 milliseconds. This is intermittent problem and does not happen all the time. We have seen it happening once in every 20 iterations of switch overs of all the routes. Conditions: Scaled setup with 1024 MoFRR enabled routes. Once MoFRR enabled on 1024 routes, we have seen problem happening with few routes even after removing majority of the routes.
