Description (partial)

After a quick flap of pppoe session, the mcache is not updated
with the correct pppoe session id. This will result in wrong
mac string that will lead to packet drops in the downstream

The problem occurs only when the pppoe session is flapped within 
a very short delay. The quick flap can be done by one of the following.
- a quick shut/no shut of the dialer interface on the 871 
  (if you wait between shut and no shut the problem does not occur).
- a 'clear interface virtual-access x.y' on the downstream router
