Symptom: BGP neighbor flaps when there are many withdraw / updates are sent out to the neighbor. Conditions: 1) RP is redundant and "ha-mode sso" is configured, 2) There are many withdraw that cannot be sent out in one update packet. This is a follow on from defect: CSCtb36849. The behaviour this defect corrected, by nature of the fix does not work for implementations where the MTU is set to 961 or lower.
