Description (partial)

Symptom:ES+ TM Node deletion is delayed, resulting in a temporary resource scarcity. This 
deletion is delayed, until the node is scheduled for flusing the packets currently in its queue. 
Under link congestion, this will take a while. But as soon as some bandwith is available (not all 
the interface bandwith is actively used) these packets are flushed and the node is deleted.
Conditions:This behavior is observed, when a TM node is deleted(shaper is un-installed) on a 
target AND the node has pacekets in the queue AND the link is congested with line rate traffic on 
other active targets.
