Symptom:	once CAD stuck in reserved state while accepting Outbound call

Conditions:
1. agent logged into cad and has handled many outbound calls from CAD.
2. suddenly while accepting an outbound call, cad hanged in reserved state for more than 6 minutes.

the CAD is restarted to resolve the issue
