Symptom:

ISDN line is still activated even when Time-Range ACL is inactive
Conditions:

Time-Range is configured to restrict Dialer ACL to match traffic as interesting only within business hours. But when Time Range becomes inactive ACL still proceed to match traffic as interesting.
It could be seen that the packets are still matching the access-list, and they reach dialer. This will make the traffic as "interesting" and hence the ISDN link will not go down. Only if the traffic does not match, then idle-timeout will happen which will make the link to go down.
