Description (partial)

Symptom:

CiscoWorks LMS will not startup correctly and keep reporting page redirect errors when trying to access the CiscoWorks home page from the webui. Error will show up as too many redirects. 
The processes and database services will startup without any issues but if you look at the respective logs of each database, you will see errors unable to change password or if you go to NMSROOT/database directories for each db, the databases are missing.  

Conditions:

LMS 3.2 running on Windows 2008 Standard and Enterprise server that have Windows defender enabled.
