Description (partial)

Symptom:
An NE, with the IP secure mode enabled, is discovered twice by CTM. CTM discovers the frontplane and backplane IP addresses as two separate nodes.

Conditions:
This problem can occur when a node, that has IP secure enabled and it is DCC-connected to another node already managed by CTM, is added to CTM with the backplane IP.
