Description (partial)

Symptom:
Random Hosts lose connectivity with other devices on the network. The destination devices are reachable from other devices in the network. Clearing the arp entries on the Hosts does not resolve the issue.

Conditions:
Clearing the ARP cache on the Catalyst6500 that does the Inter vlan routing restores the connectivity. 
Changing the Arp timer on the Catalyst6500 that does the intervlan routing  to 300 stops the issue from recurring in the network.
