Description (partial)

Symptom:
If an upstream inherits it's spectrum group configuration from the interface spectrum group configuration (i.e. the "cable spectrum-group <x>" command was used instead of "cable upstream <n> spectrum-group <x>"), then a three step dynamic modulation configuration is not properly updated to a two step configuration. This may cause unexpected dynamic modulation results.

Conditions:
This issue only occurs under the following conditions.
1 An interface level spectrum group must be assigned to the MAC domain (cable spectrum-group <x>).
2 An upstream in this interface must be assigned a fixed frequency at the same time.
3 The upstream in this interface with the fixed frequency must be assigned three modulation profiles.
4 Once the previous three criteria are met, the fixed frequency must be removed leaving behind the upstream with the three modulation profile configuration to inherit the spectrum-group.
