SSL handshake fails with fatal alert internal error sent by ACE after the
client sends a CLientHello message.  The failures are intermittent.


1. SSL connections are aborted by the client after the client sends a
   ClientHello message to the servce in 1 and before an internal resource
   state is changed.  This puts the internal resource in a bad state.  This
   error is very timing sensitive.

2. The next connection that uses the internal resource in a bad state fails
   with a fatal alert internal error.  That connection does not have to go
   to service 1 to experience this error because the internal resource is
   shared by all the SSL services.
