Description (partial)

Symptom:
Core GigE interfaces stay down in a half-duplex VRF setup.

Conditions:
CE1 === PE1 === P === PE2 === CE2
Initially gig interfaces are in admin down mode.
Apply preconfigs with default IP and autoneg.
Apply HDVRF configs with mtu of 1600, hold-queue 4000 & mpls ip followed by 'no shut'.
The interfaces between PE1 and P stay down.
