Description (partial)

When performing a consult transfer with CVP queing, it was observed that at the time of transfer completion, the call would drop or there would be silence in intermittent calls.  In the CVP logs there can be seen an exception that says "reinvitation in progress" and there are 491 responses indicating a SIP reinvite collision scenario.
