Symptom:
Starting from SRE onwards, the subinterface creation and states are synced
from active to standby RP/SP so that the virtual port statemachines are in
same state on active and standby SP. With this mechanism, sometimes when we
perform shut/no-shut on the parent or main interface, some of the 
subinterfaces are not getting created on the standby.
Conditions:
Shut/no-shut on the main interface that has multiple L3 subinterfaces
configured. Problem is seen with virtual port and statemachine creation
on the standby SP.
