Email routing impacted because of EAAS going OOM after restart or reconnect

When there are lot of activities (email + chat + callback + bc) queued in EAAS for routing and EAAS instance is restarted or gets restarted due to socket reconnection, then EAAS picks up all the un-routed activities for all medias at once and caches it in memory.  NonRealTimeHandler thread works on these activities. At this point if there are lot of activities in the system (e.g. >10,000 activities) to be processed, then NonRealTimeHandler thread slows down due to load and memory consumption to clean up this cache before picking up any new email activity from the database
