Description (partial)

Symptom:

 The symptom is that the traffic stops running and the data-palne logs a out-
of-PKT-MEM trace log. Sessions are dropped and the QOS hierarchies are torn 
down.
 
 There are also pending queue objects waiting to be flushed list. The 
following command will be show the BQS RM status.
 
 show plat hard qfp act inf bqs stat
 
 Conditions:

 The problem occurs under an extermetly oversubscribed enviroment. So far, it 
has only been reproduced when sending 10G  (i.e. 5G of  priority and 5G of 
non-priority) traffic  to a 1G interface. 
 
 All priority and control packets are dropped by the hardware becuase the 
packet buffers are depleted. The schedule stops forwarding output packets.
