Description (partial)

A Cisco Router running RFC 4938 may ignore a received PPPoE PADQ packet if the higher level PPP IPCP or IPv6CP negotiation is not complete.

A Cisco Router running 12.4(24)T or 12.4(24)GC01 configured and connected to an RFC 4938 radio. This issue is only seen on the initial bring up of the PPPoE session. After the session is established and the PPP IPCP and/or IPv6CP session is complete, the issue is not seen.
