Description (partial)

Symptoms: Standby is not coming up. 

Conditions: When a distribute-list is configured, the ACL is created if it does
not exist. Then remove the ACL, but the distribute-list configuration that ties
to the ACL is not removed. Configure the IPv6 ACL configuration with the same
ACL name. Save the configuration and reload it.

Workarounds:

1) When a access list is removed, remove corresponding distribute-list
configuration as well. 

2) Do not use the same access list name for IPv4 and IPv6.
