Partner is not able to assign HW appliance since 1.3.2 release even though the SW client operates just fine.When the customer is trying to assign the appliance  from the partner portal  the  UI is showing progress bar for a long time and the  assignment operation gets timed out.  

In the "InboxOutboxLogs"  the following error is  also logged. The "InboxOutboxLogs" can be viewed using the command "trace view" from admin shell.

"Http Request failed with HTTP Status-code 400"

Issue was due to some router in the network between customer network and the SmartCare server not handling the packets properly when the Appliance Ethernet  MTU size is  1500.
