Description (partial)

Symptoms: When a large number of service groups are configured with multiple
EVCs in them, the following anomaly can be observed. On doing online insertion
and removal (OIR), some of the service groups (Layer 2 nodes) are configured in
TMC which instead of in TMB. Before and after OIR output differs as below

Conditions: This happens with Ten Gigabit Ethernet interface and a large number
of service groups and EVCs.
