Cisco Bug: CSCtc32601 - Incorrectly installed webex SPA can cause FPD upgrade

Description (partial)

Symptom:
False automatic FPD upgrade operation can be triggered for SPA-WMA-K9 when is not
correctly inserted in the system. The following system log message change be seen:

Oct 1 16:50:19.531 EDT: %FPD_MGMT-3-MAJOR_VER_MISMATCH: Major image version mismatch detected with Appl I/O FPGA (FPD ID=1) for SPA-WMA-K9 card in subslot 2/0. Image will need to be upgraded from version 0.0 to at least a minimum version of 1.3. Current HW version = 1.0.

The FPD upgrade operation will eventually fails, but it should not cause any FPD corruption.

Conditions:
The problem is caused by not having the SPA correctly inserted on the system, thus it will
fail to read the actual FPD version  and use the default version "0.0" to do FPD version
comparison to determine if upgrade is required.
