Description (partial)

Symptom:
Connectivity Fault Management (CFM) packets, including Continuity Check Message (CCM) and Alarm Indication Signal (AIS) packets from MPs are dropped when the underlying AC is in down state on a Cisco ASR9000 Router.

Conditions:
Observable on a Cisco ASR9000 router running indicated version of IOS-XR. Maintenance Point(MP) is configured, either manually or auto-generated, on the AC in down state.
