Description (partial)

Symptom:
Machine Group Policy Objects (GPOs) are not executing when using Windows 2000 with machine and pre-logon user authentication. Successful machine and user authentication result in the machine being placed in the production VLAN where the domain controller resides.
Conditions:
On the domain controller disable "Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options\Allow system to shutdown without having to logon" (http://technet.microsoft.com/en-us/library/cc776336(WS.10).aspx). After the machine is rebooted to make sure that the GPO would have been executed, DHCP completes after the domain controller entry in the event log.
