Cisco Bug: CSCtc25666 - Use same policer for P and PV when PV is created by other features.

- Cisco Catalyst 4000 Series Switches
Known Affected Releases
Symptom: Even though Qos policy with policers are applied on Qos targets such as port and vlan in input and/or output direction, traffic on certain vlans does not get policed correctly. However, any unconditional marking does get applied correctly. Conditions: Assume QoS policy Q is configured to police certain class of traffic to 5MB. There are 2 configurations causing the problem: (assume P=port, V=vlan and PV=vlan-port. <br> 1. When Q is applied on P and Q1 applied on V and no Qos policy on PV. 2. When Q is applied on P, and no Qos policy on PV, V is configured as an SVI and multicast pim is configured on SVI. Qos may or may not be configured on V. 3. Same config as 2, but no policy on P and PV but Q applied on V. In both the above configuration, vlan traffic on port P and traffic from all other vlans on that port are independently policed to 5MB. But according to Qos config the expectation is that all traffic on P irrespective of vlan should be policed to 5MB.
