Description (partial)

Symptom:
With 12.2(33)SCB and multiple next-hop IP addresses configured in PBR action, after the 1st next-hop is shut down and its ARP adjacency in CMTS becomes obsolete, PBR doesn't switch to the 2nd next-hop IP but still uses the 1st next-hop IP. 

Conditions:
1 The 1st next-hop is down and its ARP adjacency is removed from CMTS due to timeout. 
2 The interface (on CMTS) connected with 1st next-hop is still in Up status (for certain configuration, the interface can become down if the peer is shut down).
