Description (partial)

Symptom:
  Currently on VSS system, if a linecard in the stdby chassis has a crash, 
  it is not reset immediately. The LC will be reset by the VSS Active via the
 Heartbeat Mechanism.
  This takes 150 seconds to occur. 
  This issue can have various side effects depending on system setup and
traffic flow: 
- CPU_MONITOR-SW1_SP-6-NOT_HEARD: 
- Any current telnet or console session would be hung
- %FABRIC-SW1_SP-6-TIMEOUT_ERR: Fabric in slot 5 detected excessive
flow-control on channel <x>
- XDR-6-XDRIPCNOTIFY: Message not sent to slot <x>  because of IPC error
timeout. Disabling linecard. (Expected during linecard OIR or system reloads)
  
  This ddts is to change the above behavior, and have the LC reset immediately
 upon crash, 
  as is the case in standalone, or in VSS active chassis. 
  
  Conditions:
  Linecard card crash in VSS standby chassis.
