Description (partial)

ARP entry of HSRP enters an "incomplete" state with an ip local-
proxy-arp configuration even though the device receives an arp reply from the 
HSRP active router.

This symptom is observed when "ip local-proxy-arp" is configured 
on the received arp reply of HSRP, and when the arp reply is received on the 
vlan interface.
