Description (partial)

Symptom:
Transient PWR FAIL alarm on EXP-TX port.

Conditions:
System with a high number of channel provisioned, in example 31 that goes through several nodes.
Action: on the node preceding the node under test, remove power at the same time from a great number of the channels, in example remove power from 29 channels out of 31 so only 2 channels will survive.
LOS alarm are generated on the previous node, because alarm correlation rules no alarm are expected on the node under test. 

No alarms are present for the channels removed, we get instead PWR FAIL LOW alarm on EXP-TXport on  the 2 survining channels. 
The alarm is transient, 3 seconds duration.
