Symptom:
========

When Nexus 7000 recovers using graceful-restart, the EIGRP neigbor is shown as coming up (giving the notiion that EIGRP flapped), when it did not.

Message seen is like below

2009 Sep  1 05:26:39 Nexus-7k %EIGRP-5-NBRCHANGE_DUAL:  eigrp-1 [4718] (default-base) IP-EIGRP(0) 1: Neighbor 192.168.1.1 (Vlan1) is up: new adjacency

Above is seen on Nexus 7000 running 4.2.1 NX-OS release

This bug is opened to make the above message more granular, to indicate we recovered using graceful restart.

Seen when Nexus 7k recovers using graceful restart. For example after ISSU, SSO.
