Cisco Bug: CSCtc16072 - Unexpected new call and onhold event in a rare conference scenario

Symptom: There are rare occasions when some unexpected event messages are notified and phones become unexpected status. [Scenario Example] CTIPort - DN:1000 IPPhone-A - DN:2000 IPPhone-B - DN:3000 1. 2000 makes a call to 1000 2. 1000 answers the call(CALL-A) 3. Setup a conference on 1000(CTIPort) 4. 1000 makes a consultation call to 3000 5. 3000 answers the consult call 6. Complete the conference on 1000 and neary simultaneously the original call(CALL-A) is dropped by remote phone(IPPhone-A). After the above scenario: An extra New CALL is notified. And the consult call get ONHOLD(the call should be CONNECTED). Expected status after the above scenario is simple two-party call between 1000 and 3000. Conditions: This is race condition in a specific conference scenario.
