Description (partial)

Symptom:
This defect is found during QA testing, it's possible, though unlikely, for this to be seen by the customer.
If customer installs a DIMM with the DIMM's ERR_OUT line shorted to ground, then this looping will happen.  In the more likely scenario where a parity error happened during BIOS POST, there may be an extra reboot, but since the parity error is only momentary, BIOS will complete the subsequent boot and generates an SEL to report the error.

Conditions:
Customer installs a DIMM with the DIMM's ERR_OUT line shorted to ground, then this looping will happen.
