Cisco Bug: CSCtc12337 - SDP Answer using a dummy port and codec can result in a codec mismatch

Symptom: For certain call scenario's (transfers etc..) CUCM will send an initial SDP Answer using a dummy port and codec (example : G711ulaw/4000 set to inactive). When call is connected CUCM will send midcall invite to update SDP. When sending the dummy port/codec CUCM does not take into account the region settings which can result in a codec mismatch in specific scenarios, or a Transcoder will be allocated for these calls while it should not be necessary. Conditions: Only happening when using delayed offer and when the initial SDP Answers is containing a dummy port and codec. Example is a Server call originated from the mobility feature.
