Description (partial)

In some instances, web-auth clients may be able to pass some traffic (ie., ICMP) without authentication
on Roaming deployments.

The roaming pattern is from CTLR-1 ---------> CTLR-2----------->CTLR-3
On CTLR -1 and CTLR-2 the client is not able to pass traffic and on CTLR-3 the client is able to pass
ICMP traffic (pings).
