Description (partial)

Symptoms: The <CmdBold>atm vc-per-vp 1024<noCmdBold> command is not nvgen'd 
when configs are copied from flash to running-config for the first time. The 
issue is not seen when the same configs are copied from flash to running-
config during the second time.

Conditions: "atm vc-per-vp 1024" cli is not nvgen'd when configs are copied 
from flash to running-config for the first time, 
the issue is not seen when the same configs are copied from flash to running-
config during the second time.

If the "atm vc-per-vp 1024" is not nvgen'd then all the PVC > 256 will be 
rejected under ima sub interfaces.

Also the issue is not seen when the configs are copied to routers nvram 
followed by router reboot.
