Symptom:
========
The output of the <CmdBold>show controllers E1<noCmdBold> EXEC command will not report any of the
15-minute interval statistics indicating the quality of the line.  For example:

Router#sh controller E1
E1 0/2/0 is up.
  Applique type is Channelized E1 - balanced
  No alarms detected.
  alarm-trigger is not set
  Version info Firmware: 20090113, FPGA: 20, spm_count = 0
  Framing is UNFRAMED, Line Code is HDB3, Clock Source is Internal.
E1 0/2/1 is up.
  Applique type is Channelized E1 - balanced
  No alarms detected.
  alarm-trigger is not set
  Version info Firmware: 20090113, FPGA: 20, spm_count = 0
  Framing is UNFRAMED, Line Code is HDB3, Clock Source is Line.

Conditions:
===========
This behaviour is observed on Cisco IOS routers with E1 controllers configured
for UNFRAMED operation mode, and installed with an IOS specified or implied by
the "First Fixed-in" field of Bug ID CSCsl00322 "command "sh controller e1 x/y"
doesn't show the 24 hour history in outp".  

The code changes of Bug ID CSCsl00322 intentionally removed the 15-minute 
interval reporting for UNFRAMED E1 only.  This new defect report seeks to add
the reporting back for the fields relevant to UNFRAMED E1.
