Fair-queue and/or packet mode queue-limit/wred don't work on ATM VC queue

QoS actions on an ATM VC parent queue have the following restrictions:

- Only supports byte mode for qlimit/wred thresholds.

- Does not support Fair-Queue

By "parent queue" we mean the class-default queue in the following cases:

- Class-default queue in a single layer policy with only class-default. Example:

policy-map example1
   class class-default
      shape average 1000000
      queue-limit 100 packets
- Class-default queue in a hierarchical policy . Example

policy-map example2
   class class-default
      shape average 1000000
      service-policy child-policy
In these cases, packet mode will be converted to byte mode for queue-limit and WRED.

For Fair-Queue, an error message will be generated.
