Description (partial)

Symptoms: High CPU is observed when sequential IMSI values are sent in a PDP
  request and, as a result, low NDR is observed.
  
  Conditions: The symptom is observed under the following conditions: 

1. GTP-SLB is configured.
2. Sequential IMSI values are sent in a GTP PDP request.
