Third Gen Phones will send a DHCP RELEASE to the server upon receiving a DHCP ACK.

A DHCP client should only release its DHCP lease under the following two conditions :

 - Lease has expired
 - DHCP server sending a DHCP NAK


Issue is seen when the Phone sends an unicast DHCP REQUEST to renew its lease at 50% of T1
