Description (partial)

Symptom:

The queue move operation stuck during QoS modification, and this stuck state is not cleared.
One following %CPPBQS-4-QMOVESTUCK message is output when this problem arise.
There is no 'queue move done' message.

Conditions:

Many of the vlan rate queues of the same port-channel interface with packets, and then adding more vlans rate queues to the same port-channel interface.
