'Policy or Assignment locked' message is seen when the user tries to 

Add or delete the device


Condition 1:  

User admin schedules recurrent IPS update
The activity is discarded or approved
The update jobs start and updates the IpsSensorUpdate policy
     Then the activity validation fails presumably because the activity was discarded.

Condition 2: 

   Create ReadOnly account and configure IPS update field (Add/delete auto update
configuration to a device)
 End CSM configuration 
Other user with administration account logs in to CSM
 When admin user tries to configure IPS update, CSM message is displayed and said it's
