Description (partial)

Symptom:
Port channel interfaces appear in the startup config in a different order from the running config.

Conditions:
The issue appears in 4.2 when and is triggered when an ISSU is done to 4.2 from 4.1.

Workaround(s):
None.  This is cosmetic.
