Description (partial)

Symptom:
Datacenter unreachable if the two N7K-M132XP-12 modules (where the vPC peer links are attached) fail on the primary, with total loss on outgoing and incoming traffic.

vPC peer keepalive is configured on the supervisor management interface, and is up during the failure.

Conditions:
This issue is seen when the N7K-M132XP-12 modules bearing the vPC peer links fails on the primary vPC peer.
