Description (partial)

Symptom:

The controller doesn't accept the MSE certificate if there is a huge time difference between WLC and the MSE. The user should be given a message on the WCS which will tell him if the NMSP communication is failing because of the time-sync issues.

Conditions:

Several scenarios can cause controller to reject MSE certificate
1) Controller time is before MSE time
2) Certificate validity start time is ahead of current controller time.
