Description (partial)

Symptom: If a PfR learning is configured to learn both delay
and throughput, only TCP traffic will be learned.   The expected
behavior is that non-TCP traffic will also be learned in this
scenario.
Conditions: Requires the PfR MC to having learning configured
for both delay and throughput.   When non-TCP traffic is sent that
meets the matching criteria, it is not aggregated as expected.
