Description (partial)

Symptom: The CTM server fails to start. If you run the ctms-start command, 
the command fails with the following error:

ctms-start: Command not found.

Conditions: This problem occurs when you upgrade CTM from an earlier release, 
but you cancel the installation at the final Pre Installation Summary screen. 
By cancelling the installation, the existing CTM installation is not removed, 
but it is renamed. When you then try to start the CTM server, the ctms-start 
command fails.
