Description (partial)

Symptoms:
- Phone is initially powered by PoE.  
- User plugs wall power into phone - phone will switch to wall power.
- User plugs in an external device that requires more power - typically a USB device.
- Link will drop on the phone, forcing the phone to re-register.

Condition:
- This behavior is observed on linecards which do not support DC disconnect mechanism for inline power. The following Catalyst 4500 series linecards POE are affected:

WS-X4148-RJ45V
WS-X4248-RJ21V
WS-X4248-RJ45V
WS-X4506-GB-T
WS-X4224-RJ45V
WS-X4524-GB-RJ45V
WS-X4548-GB-RJ45V (Older than hw rev 4.0 - not including)
